All I said was that they try to keep you weak,so that if you did try magic,it would probably kill you.
Although,they MAY have magic dampeners,although they wouldn't be in any building as small and insignificant as the Miami one. | |

| Ah,but a magic dampener costs money,and they'd need a few to cover the whole building.
It's cheaper to simply pay the gaurds to keep you weak,so you don't have enough energy.
However,in some of their bigger and more important buildings they would,as they need to be protected more. | |
